According to teltarif.de, E-Plus, the 3rd largest GSM and UMTS carrier in Germany, is going to release a new flat-tariff which can be used in both E-Plus networks - GPRS and UMTS.
As leaked today in an advertisement, E-Plus will introduce the new plan from 1st September with a - so far - limited validation until end of this year.
According to teltarif.de, the flat-fee will be available for 39,95 Euro with a minimum contract length of 3 months only. After the first three month, the plan can be canceled daily.
Unfortunately you need a standard plan also to book the flat-fee in addition too which means you have to subscribe for a 24 months contract anyway and - according to the advertisement - VoIP can not be used/isn't allowed to be used.
E-Plus denied to comment so far but it's expected to be announced at IFA Consumer Fair this week.
