Vodafone has a fairly long history in self-branded Android smartphones which were mostly inexpensive entry-level devices. And so far, Vodafone worked with ZTE and Huawei, where ZTE manufactured the Vodafone 945 and Huawei manufactured the Vodafone 845 and the Vodafone Smart. However, according to the Global Certification Forum (GCF), the upcoming and not yet announced Vodafone Smart II is neither manufactured by ZTE nor by Huawei but comes this time from TCT Mobile, better know under its (licensed) brand name Alcatel. Being most likely another entry level Android phone, the Smart II features quadband GSM/GPRS/EDGE as well as dualband UMTS/HSDPA at 900/2100 MHz.
As always, there's no further information given but having Vodafone's previous devices in mind, the Vodafone Smart II might be priced anywhere between 49 and 99 Euro, especially because TCT Mobile is offering its devices a little bit cheaper to carriers than Huawei is doing.
