HP's plans to work with Quanta (the Taiwanese ODM which also makes the O2 Xda Atom) leaked first time back in January and while it was never officially confirmed, now more information about the "Xda Atom clone" appeared on HP's own website.
According to the information there, the "HP iPAQ rw6800 Multimedia Messenger" is indeed a revised version of the O2 Xda Atom but interesting enough, it doesn't looks like HP plans a worldwide launch but will focus on some regions only, according to the models product numbers:

HP iPAQ rw6818 Multimedia Messenger – GSM/GPRS/EDGE, Bluetooth, Camera

  • FA760AA#UUF – AP English
  • FA760AA#ABG – Generic Aust/NZ English
  • FA760AA#ARE – Malaysia English
  • FA760AA#AB0 – T-Chinese (Taiwan, Hong Kong)
  • FA760AA#AB2 – S-Chinese (China)

HP iPAQ rw6828 Multimedia Messenger – GSM/GPRS/EDGE, Wi-Fi, Bluetooth, Camera

  • FA761AA#UUF – AP English
  • FA761AA#ABG – Generic Aust/NZ English
  • FA761AA#ARE – Malaysia English
  • FA761AA#AB0 – T-Chinese (Taiwan, Hong Kong)

So basically HP is serving the same markets O2 is already serving with the Xda Atom and it doesn't looks like we will see it in Europe, except - maybe UK and/or Ireland.

Good news for Far East and Asia Pacific but bad news for Europe and maybe the US? Anyway, the O2 Xda Atom is an impressive device and the HP iPAQ rw6800 Multimedia Messenger Series can become just better.

Cheers ~ Arne
