If any updates, upgrades or other stuff will be available for your German xda, O2 - DE will offer it for download on its Mobile Portal.

I expect to see there Micrsoft's End User Upgrades (EUU) as well as GPRS stack updates soon. By the way: if any upgrades/updates are available don't make the mistake and download it wireless with your xda as some files could include 12 MB and more, doing this wireless through GPRS would makes O2 rich and you poor! ;-)

The Dutch O2 XDA has exactly the same features, in this case called 'Action Update' (for the updates) and my 'O2 web services' (the portal).

And then there's also a tool called 'Action Backup', a means to wirelessly backup and restore personal files and data (to an O2 server somewhere). I have the strange feeling that this feature is meant to stimulate one to use up his GPRS quotum and then some... And can't see me pushing back and forth multimegabytes at EUR 5.00 per meg.

I bought mine in HK and it does NOT have this Action Update feature. Is there anyway for me to access it?
is it a website? is it user-installable?

@ws: It seems that some O2 xda's already have the Action Engine while others still don't have it. So it seems that the Dutch xda's already have it while the German one doesn't includes it too right now. However, I expect it to be included with a xda service release, provided by O2.
